payment method either one off payments or a subscription, and then request reports.

## Accounts

We require you to register an account with us using a social login, or an email and password. This is secure, and require
this in order to be able to email your reports to you.

## Organisations

Once an account is created, VINNER offers built-in support for groups of users we call Organizations. If you are a single user that's
fine, just create an organisation and you'll be the only member of it. 

If you are a company and have multiple users, there are Members Roles (Owner, Admin, Member, etc.) to configure. For example an owner
can sign up for an organisation account and creation a Subscription using his preferred payment method. Users can then be added to the organisation
who can leverage the subscription to request PPSR reports.  Users can invite new members and assign roles to them.

## How do I request a PPSR Report

VINNER sources information from the PPSR to provide reports to you across a range of asset classes, including Motor Vehicles, Watercraft, Aircraft or Intellectual Property. 
    
We provide a quick and easy way to sign-up, provide a payment mechanism and requests reports. It's safe, quick, easy and just requires the following simple steps. 

1. Decide on a [Pricing](/pricing "Pricing") plan suitable for your needs, either a one-off payment or a tiered pricing subscription.
2. Sign-up to VINNER using your social media provider, or email address and password. 
3. Choose your payment plan through Stripe, our payment provider and you will then be redirected to the Search page.
4. Choose the type of serial number you'd like to search for, Enter the Serial in the text box at the top of the screen and click the Submit button
5. Details of your request are stored in our system, VINNER will request your PPSR certificate
6. You will be redirected to the results page with results of your search, and an option to download the report. 
7. The report will be emailed to email address you signed up with, check your mailbox for the email containing your PPSR certificate

Your certificate gives you peace of mind the asset doesn't have money owing or encumbrance, or if it's a motor vehicle if it has been stolen, or written off. So don't delay, order today !

How does it work ?


## Motor Vehicle Report

Upon a successful Motor Vehcile serial search you will receive an email containing an approved PDF file generated by the PPSR
that contains the following information.

### Vehicle Identification
Vehicle Identification Number (VIN), type, make, model, engine number and body style	

### Vehicle Details	
Year of manufacture, Year and month of compliance	

### Registration Details	
Registration plate number, state vehicle registered, registration expiry

### Encumbrance details
Security interest from PPSR which details if there is any finance or money owing on the vehicle

### Stolen Check
Checks NEVDIS / PPSR to see if the vehicle has ever been stolen

### Written off Check
Checks NEVDIS / PPSR to see if the vehicle has ever been declared a write off or suffered flood/hail damage

### PPSR Certificate
All queries receive a certified PPSR certificate sourced from information provided from the PPSR

## Payments

VINNER offers one off payments, or a tiered usage subscription model where it gets cheaper the more searches you perform. If you only want a single report
after signing in, navigate to the Settings -> Subscription page and select Single -> Get Started which will send you to Stripe for a one-off payment. Once payment is completed,
you will be able to perform one search, if you require attention searches then you'll need to make another payment via the same method.

The tiered subscription model is similar, but a subscription is credited in Stripe and every time you perform a search usage is incremented in Stripe. The more reports you generate, the 
cheaper the pricing will become, price tiering is billed and reset monthly. 

## What payment methods do you accept?

VINNER utilises  [Stripe](https://stripe.com/au "Stripe") for payments, one of the largest payment providers in the world. We accept the following payment methods

### One off payment

VINNER provides utilises Stripe payment provider to allow you to make a one off payment, that can then be used for a single report purchase. If you choose this payment you will be redirected to Stripe to make a payment of $9.90 prior to being able to 
perform a serial search.

Once payment has been processed successfully by Stripe, you can then enter the serial number you wish to search on via the search pages. Once the serial number has been submitted we will generate your report, it will be emailed to you and is downloadable from 
our site. If you wish to make another purchase, you'll need to complete the checkout process again.

### Tiered subscription

A tiered usage subscription model where it gets cheaper the more searches you perform. The subscription model also works for organisations, for example the owner or adminstrator of a company can create a subscription, and then allow users with their own accounts
to be able to request reports without having to input payment details, or have any visibility of the adminstrator's payment details.

Each serial number search request is then sent to Stripe and as your usage increases the pricing decreases.

Your VINNER PPSR certificate may contain some of the following sections

### Search certificate number	
> A unique number generated by PPSR for your VIN Search Certificate request	

### Search number
> Each search undertaken against the PPSR is allocated a unique Search Number

### Search Criteria Details	
> This section details the type of search (e.g VIN), the actual serial searched against and the PPSR registration status (not vehicle registration)

### Collateral Class
> A Registration has a description of the collateral that is registered. Each registration describes the collateral by the class of collateral (eg motor vehicle) and depending on the class of collateral, there may be other attributes used, 
such as a serial number (eg motor vehicle VIN) or a free text description	

### Registration Start/End Time
> The period during which the registration is in effect – the Start Time and the End Time for the registration. For non-consumer property, there may be no stated end time or the end time may be up to 25 years after registration. 
In the case of consumer or serial numbered property, the end time may be up to seven years after registration.	

### Secured Party Details
> The secured party (or secured parties) that have the security interest in the collateral (eg a bank that is lending money using the collateral as security)

### Grantor Details	
> The grantor (or grantors) that have granted the security interest in the collateral. This is often, but not always, the debtor. For some registrations there will not be any grantor recorded – this is based on factors such as the type of collateral. For example, a consumer registration that is described by a serial number cannot have a grantor defined	

### Registration Kind	
> The primary purpose of the PPSR is to allow for registration of collateral that is subject to a security interest. However, existing registers that are replaced by PPSR (such as state-based registers of encumbered vehicles) 
allow for additional interests in collateral to be registered. For example, police forces registering hoon liens. The majority of registrations in PPSR will be for security interests, however PPSR will also allow for registration of other kinds of interest	

### Registration States	
> A registration can be in one of the following states: current, expired, removed, or archived	

### Commercial Property	
> Personal property that is held in the course or furtherance, to any degree, of carrying on an enterprise. It does not include consumer property – see 'consumer property'	

### Consumer Property
> Any personal property that is held by an individual, other than the personal property that is held in the course or furtherance by a business of enterprise registered by an ABN

### Collateral Type	
> This describes the sort of collateral that is being registered. Registrations can be either for consumer property or commercial property, depending upon the use of the property

### Address for Service	
> Contact details of the person/organisation who hold the collateral interest.

The PPSR is the official government register of security interests in personal property. These are debts or other obligations that are secured by personal property.

Encumbrance is a term used in the context of PPSR reports. It refers to a claim against a property by a party that is not the owner. Encumbrances can impact the transferability of the property and restrict its free use until the encumbrance is lifted.

When a company registers a security interest on the PPSR, they are letting the world know that they claim to have a security interest over certain personal property, this is also known as encumbrance.

Personal property includes things like motor vehicles, company assets, watercraft, aircraft and intellectual property; it doesn’t include land or fixtures. 

By ordering a PPSR Report from VINNER, you are receiving the current details encumbrance details for that registered property at that point in time.

A check on a watercraft is a good idea because by purchasing a VINNER PPSR Report you can search by using either the Hull Idenifier Number (HIN) or Official Number. You are checking a national online register 
that can provide information about whether a security interest is registered against a particular watercraft. There is a risk in buying a new or used boat so by performing a search on VINNER you can can check if the boat, jet-ski, tinny or other type of 
watercraft you're buying has a security interest registered against it.

A PPSR Report will be generated for any VIN, HIN or ChassisNumber that is provided and if that serial doesn't exist in the PPSR databases the report will still be generated. On that report if there is no match of the serial you
have requested the report will show No Data Returned.

If a vehicle has been stolen, or a part of has been stolen then this may be reported on the PPSR Report which display data from a number of source, including the National Stolen Vehicle Register. 

*Please note:* information about stolen vehicles for Tasmanian vehicles is not available from the report, if the vehicle is registered in Tasmania you should conduct a search at [Tasmanian Goverment Transport Services](http://www.transport.tas.gov.au/) 
to check whether the vehicle has been stolen in Tasmania. 

Before you buy a vehicle it's a good idea to perform a PPSR Report check to ensure it isn't stolen the day of or before purchase, to ensure nothing has changed. 

## If I buy a stolen vehicle, will I get my money back?

If you purchase a second hand vehicle privately it's unlikely you will receive your money back, the police will possibly impound the car or it return it to the previous owner or insurance company. 

## Should I report a stolen vehicle to the police ?

You can provide the police the details of information you have received in your search certificate, and the seller's contact information.

## The vehicle is incorrectly showing as stolen

## More information

If a vehicle has been 'written off' it has been in an accident or has suffered some form of impact, water, fire or malicious damage.

There are two types of 'written off' vehicles, a 'statutory write off' which have been written off and are unable to be re-registered and 'a repairable write-off' which 
can be repaired and re-registered if they pass a written-off vehicle and safety certificate inspections, however the laws vary from state to state.

For example after 31st January 2013, no written-off vehicle will be registered without an ‘Authorisation to Repair’, and vehicles that were written-off in NSW on or after 
31 January 2011 and subsequently re-registered in NSW will also have notification on the Certificate of Registration that it was once written-off. Please check with your road authority for your state or territory for more details.

If a vehicle has been written off then you can still purchase it, but you should do some thorough checks to ensure that it's safe and use caution when purchasing a damaged 
vehicle as it may not be eligible for re-registration. Some vehicles that have recently been damaged may be in the process of assessment by the insurance company. 
The insurance company will not update the vehicle status to written-off until their assessment is complete, there it is possible for the vehicle to be sold during this assessment period.

## What is an Aircraft Search ?

When you do a search, it will tell you if the aircraft you're about to buy has a security interest registered against it meaning there could be money owing on it. If you buy an aircraft with money owing and the seller stops making repayments, 
the person or company that is owed the debt, (such as a bank or creditor), might be able to repossess the aircraft from you.

Note: Security interests in aircraft may also be registered under the ‘Cape Town Convention’.


## What aircraft are included in a search ?

A VINNER PPSR aircraft search covers many types of aircraft, including:

* power-driven aeroplanes
* rotorcraft (e.g. helicopters)
* gliders
* hot air balloons
* motor-gliders
* airships

## What type of Aircraft can I search on?

### Aircraft Engine 

Aircraft engine means engines (other than those used in military, customs or police services), powered by jet propulsion or turbine or piston technology, and:

* in the case of jet propulsion aircraft engines, have at least 1750 lb of thrust or its equivalent, and
* in the case of turbine-powered or piston-powered aircraft engines, have at least 550 rated take-off shaft horsepower or its equivalent,
* together with all modules and other installed, incorporated or attached accessories, parts and equipment.


### Airframe

Airframe means airframe (other than those used in military, customs or police services) that, when appropriate aircraft engines are installed thereon, are certified by a competent aviation authority 
(in Australia, this is the Civil Aviation Safety Authority) to transport:

* at least eight (8) persons including crew, or
* goods in excess of 2750 kg,
* together with all modules and other installed, incorporated or attached accessories, parts and equipment and data manuals.


### Small aircraft

Means aircraft other than an airframe, aircraft engine or helicopter.

Small aircraft generally includes any machine or craft that can travel in the air and has a nationality and registration mark assigned to it pursuant to the Chicago Convention.

E.g a hot air balloon with nationality and registration mark VH-ABC.

### Helicopter

Helicopter means machines (other than those used in military, customs or police services) lifted by power-driven rotors and which are certified by a competent authority (in Australia this is the Civil Aviation Safety Authority) to transport:

* at least five persons including crew, or
* goods in excess of 450 kg.


## What isn't included in an Aircraft search ?

### Identifying details of the aircraft
When you do an aircraft search on VINNER, your search doesn't return any identifying details of the aircraft, such as the make, model or registration status like it does for motor vehicle search. 
As such you need to be particularly careful when entering the serial number as you won't be able to cross reference the information to confirm you've searched for the right aircraft.

### Searches registered against the grantor
Sometimes a security interest is registered against the person giving the security interest rather and the aircraft itself. Therefore, they won't show up in a VINNER aircraft search. These would be registered against the individual or organisation. 
As this could be the person or organisation selling the aircraft, you may want to do a search against them as well as your aircraft search.

### Stolen or damaged aircraft
Your search won’t tell you if the aircraft you are looking to buy is stolen or has been badly damaged. For more information, check with the the [Civil Aviation Safety Authority](https://www.casa.gov.au "Civil Aviation Safety Authority") or contact the police in your state or territory for information regarding it's stolen status.

## What is an Intellectual Property Search ?

An intellectual property (IP) search will tell you if the IP you're about to buy has a security interest registered against it meaning there could be money owing on it.

## What IP are included in a search ?

A VINNER PPSR Intellectual Property search covers many types of IP, including:

* a design
* a patent
* a plant breeder’s right
* a trade mark.

## What type of IP can I search on?

To perform an IP search on VINNER you’ll need to enter a serial number on our [Search](/search/IntellectualProperty/PatentNumber "Intellectual Property Search") page. Depending on the type of IP you’re searching, this will be the:

* design number
* patent number
* plant breeder’s right number
* trade mark number

These serial numbers are issued by [IP Australia](https://www.ipaustralia.gov.au/ "IP Australia") when you apply for, are awarded or hold a licence over the IP rights.

It is very important that you use the correct serial number when entering the details for your search. The search won’t give you a description of the IP – it will only tell you if there's a security interest registered against the serial number you entered.

## What is a Motor Vehicle Search ?

When purchasing a Motor Vehicle, it is important to check if there are any security interests registered against it. This can help you avoid the risk of the property being repossessed. 
By purchasing a VINNER PPSR Report you are checking the important things you need to know to help avoid the risks involved in buying a used car. This is especially important if you buy from a private seller and not a licensed car dealer.

## What Motor Vehicle are included in a search ?

A VINNER PPSR motor vehicle search covers many types of motor vehicle, including:

* motorbikes
* caravans, campervans and camper trailers
* trailers, horse floats, and boat trailers
* trucks, tractors, forklifts, buses, and all-terrain vehicles (ATVs).

The definition of a motor vehicle is specific, which means that some motorized equipment, such as a bobcat, may not be considered a motor vehicle. However, an excavator, harvester, or backhoe might be. 
If you’re unsure, you should research the equipment’s maximum speed and power and check if it can be towed at more than 10 km/h.

#### What are Motor Vehicles

A motor vehicle is usually a car, truck, motorbike, tractor, caravan or trailer. It must have a vehicle identification number (VIN), chassis number or manufacturer’s number. It is self-propelled property that is: 

* built to travel wholly on land,
* capable of at least 10km/h, AND
* with one or more motors with total power greater than 200W.

It can also be:

* machinery or equipment with wheels built to be towed at more than 10km/h (e.g. a trailer).
* If the property runs on rails, tram lines or other fixed path it is not defined as a motor vehicle.

#### Before 1 July 2014

The law changed on 1 July 2014 to narrow the definition of a motor vehicle. Under the old definition, a motor vehicle had to:

## What isn't included in a Motor Vehicle search ?

Information not available in a VINNER Motor Vehicle search includes:

* The amount of finance owing on the vehicle
* The vehicle owner or history of ownership
* Odometer reading
* Outstanding fines

## What is a Watercraft Search ?

When purchasing a watercraft, it is important to check if there are any security interests registered against it. This can help you avoid the risk of the property being repossessed. 
By purchasing a VINNER PPSR Report using either the Hull Idenifier Number (HIN) or Official Number you are checking a national online register that can provide information about whether a security interest is registered against a 
particular watercraft. There is a risk in buying a new or used boat so by performing a search on VINNER you can can check if the boat, jet-ski, tinny or other type of 
watercraft you're buying has a security interest registered against it. This could mean it has money owing on it and is at risk of being repossessed.

## What are Watercraft ?

Watercraft are a boat or vessel (other than a seaplane) that is used, or intended to be used, in navigation by water or for any other purpose on water that has:

* a hull identification number (HIN), or
* an official number, issued by the Registrar of Ships (within the meaning of the [Shipping Registration Act 1981](https://www.legislation.gov.au/current/C2010C00156 "Shipping Registration Act 1981") )


## What Watercraft are included in a search ?

A VINNER PPSR watercraft search covers many types of watercraft, including:

* fishing boats, jet skis and tinnies
* yachts, hovercraft and catamarans
* ships, barges and ferries
* house boats and tugs.

## What about Boat Trailers ?

If you purchase a watercraft that comes with a trailer, any security interests against the trailer won't be returned in the same report as the VINNER watercraft report. To check the trailer you'll need to perform a motor vehicle search 
using the serial number of the trailer which can be a Vehicle Idenifier Number (VIN) or a Chassis Number.

## What isn't included in an Watercraft search ?

### Identifying details of the watercraft
When you conduct a watercraft search on VINNER, the search results do not include any identifying details of the watercraft, such as the make, model, or registration status, unlike motor vehicle searches.
Therefore, it is important to be extra cautious when entering the HIN or OfficialNumber serial number, as you will not be able to cross-reference the information to confirm that you have searched for the correct watercraft.

### Outboard motors
When purchasing a watercraft, it’s important to check if there are any security interests registered against it. This can help you avoid the risk of the property being repossessed. 
However, if you’re buying an outboard motor, any security interests registered against the motor itself won’t be visible in a VINNER watercraft search. Instead, these interests would be registered against 
the individual or organization that has an interest in the motor. Since this could be the person or organization selling the boat, it may be a good idea to conduct a search against them in addition to your boat search.


### Damaged or Stolen Boats
Your search won’t tell you if the watercraft you are looking to buy is stolen or has been badly damaged. For more information, check with the the [state maritime authority](https://www.amsa.gov.au/about/who-we-are/marine-safety-agencies "Marine safety agencies") or contact the police in your state or territory 
for information regarding it's stolen status.
